nuclear test. a magnitude 5.1 earthquake was detected not far from the site the north used to conduct a similar test in 2009. seismologists say the tremors are consistent with underground explosions. now the condemnation from the international community was swift. president obama called the test highly provocative and said it threatens u.s. security and international peace. lucy craft is in tokyo with more this morning. good morning, lucy. >> reporter: good morning, anne-marie. the u.n. security council is going to be holding an emergency session today on measures to deal with the north korean nuclear test. and here in japan, prime minister abe, of course, coming out strongly condemning this as a provocative act. he's called on his advisers to come up with possible unilateral sanctions that japan can't oppose. it was only two months ago that a missile was fired from north korea. it went over part of southern japan. so the concern is that this latest test moves north korea closer toward creating a nuclear weapon.

hours after the underground blast was detected, north korea's government said it was the result of a detonation of a miniaturized nuclear device. the test was in direct violation of the u.n. security council's orders for the north to shut down its nuclear program, and it could signal a major step forward for north korea's nuclear program. >> as a reason americans really should care is we need to see what the nature of this test is. if this is a uranium enrichment test, that is a test of highly enriched uranium, that means that they have kind of lapped the iranians on this. and we will not have a good handle on how much of this material they have. >> reporter: last month, north korea's defense commission said the united states is its prime target for its nuclear and rocket programs. the north state-run media says the test is a direct response to sanctions put in place after a december missile launch. this was north korea's first

nuclear test under its young leader, kim jong-un. while the white house calls it a provacative act, the u.s. and allies knew the test was coming. >> what is interesting is they have done this in defiance in not only in our views but china. china tried very har them from doing this. so what will be very interesting in the weeks to come is what does that mean when the chinese say don't do something and they do it. >> reporter: indeed, china's position has always been that it wanted to preserve the status quo on the korean peninsula. we've learned today that china, north korea's closest ally, has now said that it is firmly opposed to north korea's nuclear test. back to you, anne-marie. >> lucy craft in tokyo, thank you. tonight, president obama will call for a worldwide reduction in nuclear weapons when he delivers his first state of the union address of the second term. speaking to congress and the american people, the white house

says mr. obama will focus on the economy, outlining plans to create jobs and grow the middle class. susan mcginnis is in washington. good morning. >> reporter: good morning, anne-marie. yeah, we're going to hear it all tonight. this is largely considered a political pep rally to many, but every word is going to be highly dissected. we will hear, of course, about the middle-class jobs and the economy. also the newer things, the social programs the president's pushing for changes in in immigration and gun control and then the familiar themes like energy, education, and infrastructure. all of this delivered before a still sharply divided congress. president obama comes here to capitol hill tonight to fulfill his constitutional duty to inform congress about the state of the union. >> you will hear in the president's state of the union an outline from him for his plan to create jobs and grow the middle class. >> reporter: aides tell us the president's speech will sound more like the speeches he gave during his re-election bid. you can expect to hear a lot about the economy. but critics say once re-elected,

the president pivoted and his -- and has spent most of his second term working on social issues such as gun control and immigration reform. the white house disagrees. >> there's no pivot here. the president's principal preoccupation since he ran for office in 2007 has been what we need to do to make our economy work for the middle class. >> reporter: in the republican response, florida senator marco rubio is expected to make the case for how smaller government can benefit the middle class, how less regulation can create more jobs and the need for education reform to train the middle class for jobs. while the president will focus largely on domestic issues, words last night that north korea has performed a new nuclear test could make national security a bigger part of the speech. >> the president made clear publicly his desire to further reduce nuclear arms. >> reporter: president obama issued a statement saying north

he's the first pope to do so in 600 years. the pope's announcement came as a surprise to all but his closest confidantes. he said because of his age and deteriorating health, "i have had to recognize my incapacity to fulfill the ministry entrusted to me." church leaders were shocked and saddened. >> like watching your own dad get old. and admit that he's not up to all the duties of being the head of a family involves. >> reporter: benedict xvi will remain pope until 8:00 p.m. on february 28. shortly after that, the college of cardinals will gather in the sistine chapel to elect the new pope. benedict's successor will face many of the same controversies he faced including the sexual abuse of church members by priests. benedict apologized to victims in 2010. >> to all i express my deep sorrow to see innocent victims of such unspeakable crimes.

>> reporter: a retired cardinal says the next pope will need to have the qualities of the last two pontiffs. >> i think they'll be looking for men who would have some of the wisdom of pope benedict and some of the charisma of pope john paul ii. >> reporter: there are several candidates to succeed pope benedict xvi but none considered a front-runner. cbs news, vatican city. there's a $1 million bounty on the head of christopher dorner, the fugitive ex-cop charged with murdering a california policeman. dorner accused in a deadly revenge vendetta against other officers is a target of a massive search. the search has been focused on the mountains about 80 miles east of los angeles. court papers reveal authorities now believe dorner may have fled to mexico and may have had help doing so. two reputed chicago gang members have been charged in the
